A politically committed painter, he was one of the major representatives of Narrative Figuration and the New Figuration that developed in Europe in the 1960s. After training as a journalist, Arroyo began a career as a press cartoonist. He began studying painting and then moved to Paris to escape Franco's regime. He earned a living doing odd jobs, and was confronted with the stark social conditions of the time. Becoming increasingly politicised, he joined forces with other artists like Antonio Recalcati and Gilles Aillaud, producing works that explored the role of the artist in society and the value of painting as a militant weapon. In 1963, he exhibited a polyptych, The Dictators (fig.1), allegorically depicting Franco alongside Mussolini, Hitler and Salazar. With two of the dictators still alive, this work caused a scandal and propelled Arroyo to the forefront of the artistic scene.
