"The great quantity of distinguished foreigners who are beginning to arrive in Paris, as well as a great number of foreign Ministers, leads me to desire that the Ministers receive once a decade, beginning on the 1st of February. You feel that this measure can only be recommended. I would like you to take the opportunity to bring the ministers together at your house, and to make them feel the importance for the government that the ambassadors and foreigners be able to find this winter at the ministers' house a moment of society and to destroy the noises of all kinds which are spread by the malicious societies which they have frequented up to now. It would be thus convenient that the
