He complains of the complications he is being made to face in Cayenne to francize one of his boats: "I see that you persist in considering the francization of the Marie-Anne in Cayenne as null and void and consequently in refusing to admit her to the colonial privilege. ...] the reasons on which you base your decision cannot be applied to me in any way.
Indeed, can I be opposed to an error which, if it exists, could only have resulted from the actions of the Commander and the Director of Customs in Cayenne [...] What position would the trade be in if the merchants could be subject to formal defects or errors of any kind on the part of the authorities, who are, however, responsible for their actions, but only vis-à-vis the government which employs them without any injury to individuals?
