It recalls the promise made by Crémieux to M. Garnier, a former solicitor, of a position as an advisor to the Court of Appeal of Lyon. He adds: "The Assembly is making a mistake by not coming to the departments to inspire the country.
The departments are excellent. They just lack thought"...
