"Gentlemen, the commune of Riom, which only counts its political existence since it constitutionally gave itself a patriotic Municipality, comes to pay you homage to the Premises of its Liberty, by solemnly adhering to all your decrees through its extraordinary deputies. But this state of death does not frighten it, since it is an inevitable and momentary transition from a justly proscribed regime, to a rebirth that we all receive from the Fathers of the Homeland, regenerators of Justice and Liberty. For too long captive to the opinions of a few, our reason was obscured, our wishes stifled, our patriotism concealed or misled, our hopes and confidence deceived| good citizens groaned at not being able to bring their particular feelings to the august Senate, and at not being able to mingle their joy with that of all France, as soon as they felt it. Slander, prejudice and intrigue have added new bitterness to these undeserved misfortunes. But your example sustains us and your Justice consoles us. Your decrees have restored the rights of the People, who have been led by Citizen Councillors, and all the ties that bound them to error have been broken. It is for the People and through the People that the regeneration of the body politic must take place| it is through them that truth, justice and Liberty triumph". Then, after a long passage proclaiming the adherence of all Riom citizens to the principles of the Revolution and the Constitution: "As for you, Gentlemen, full of confidence in your work, happy with the hopes you offer to France and proud of the lessons its virtuous representatives give to the universe, we eagerly accept all your decrees. Your Courts and our municipal body have always faithfully followed all their provisions| and the old laws have untroubledly yielded their empire to the new ones, which emanate from your wisdom. Good citizens are coming together to absorb the enlightenment coming from the capital, and to spread it around them. A patriotic establishment has just been formed, and its primary purpose will be to facilitate the understanding of our new code, and to offer everyone a free and select reading room. The Declaration of Rights will become the first chapter in the political catechism of youth. Our patriotic contribution amounts to more than 100,000 ll, although the table of active citizens hardly exceeds 1,200, and we must say that the Municipality of Riom is the first in the province to have received the declarations.
