"I repeat that if Adjutant Genl. Thomas is reasonably well satisfied that Capt. Dallas was rejected by the Senate through misappre[hen]sion of facts, he is to be re-appointed. It is the opinion of the Adjutant General, and of Genl. Franklin, as shown by what they have written written [sic] within, that he is a good officer"....
