Decision of the meeting attended by Trotsky, Grigori Zinoviev, Adolf Joffé and Jekabs PETERS, in 4 articles. Comrade Peters is in charge of organising the fight against voluntary mutilation. The mutilated will return to their units immediately after their wounds have healed. Perpetrators of intentional mutilation who have broken into the rear infirmaries in Petrograd, or into isolated tents guarded by a sentry, should be grouped together in one infirmary and subjected to severe interrogation| obvious perpetrators should be removed from the group and handed over to a court of law. Lists of perpetrators of intentional armed mutilation will be circulated. In infirmaries, the mutilated will be subject to a special regime and deprived of the gifts and benefits enjoyed by other wounded.
