"Lt Colonel de Gaulle, from the Secretariat of the Superior Council of National Defence, is proposed for the rank of Colonel (the promotion chart will be signed around 20 December by the Minister of War). Because of his seniority (promoted to Colonel in December 1933) and age (born on 22 November 1890), Lt Colonel de Gaulle could not be enrolled this year without a specific decision of the Minister of War. Decisions of this kind have been taken in previous years in favour of officers placed under identical conditions. M. Paul-Boncour, in his many and obvious capacities, notably as Chairman of the Commission d'Etudes de la Défense Nationale, could - if he thought it appropriate - draw M. Fabry's attention, personally, to the person concerned. In that case, it would be necessary that the step be urgent and very urgent." At the bottom, he wrote in pencil: "(do not remove the original of this paper)".
