The T.C.P. wishes to fulfil its commitments to the City for "the diffusion of tennis, in particular among the students of the City of Paris, but also and in a completely voluntary way if I dare say to bring its contribution to the development of physical culture" . In spite of financial difficulties, the budget provides for the organisation of physical education sessions in the two stadiums, and Borotra would like "this organisation to be done in full agreement with you and with the Standing Committee, if possible even in association with it, especially as FLEISCHMANN can undoubtedly, if he is authorised to do so, play an important role in this organisation"...
