"The communes fall. 1° They had been independent, often victorious over their neighbors, their little suzerain, but more extensive suzerainties were soon formed. So the communes that were isolated had to be defeated [...] It would have taken a league, a general association of communes. But their narrow and exclusive spirit was what was most opposed to the broad feeling of equality to the sacrifice of private interests for general interests. The communes were thus scattered, isolated, individual. Feudalism was concentrated on major general points. 2° Protection of the kings that the communes demanded in order to have a boss, a legal head. This protection is poisonous and turns into their servitude. 3° Anarchy of the communes - sedition, popular revolts. It was towards the end of the 13th century that the decadence of the communes broke out. The third state however, was born and fed from different sources. Many non communal towns were privileged. In these, the king's provosts and sergeants were supervised.
Judicial authority came under the jurisdiction of Paris and was administered by members of the Third State. The communes were a close government because of the locality that prevailed everywhere."
