Critical remarks about a convention where he got bored
.
"It is like in the catechism: questions that would require a great deal of work are asked of serious minds as if they were to be answered in a §. The catechism says: what is God?
There is
an answer to this question for the child, in four words: but the answer to be given to an enlightened mind needs so much explanation that it absorbs
volumes.
2. The law of nations has to be completely rebuilt: how can we answer such a question? Every war is of interest to all peoples, and if some refrain from it, it is because they have more to lose than to gain. But the neighbour who is not in the same case can always force the neutral to take up arms: that is all. 3. Press: this question alone would have occupied the congress with dignity| the most important thing to be studied would have been the causes which lead to the suspension of the freedom to write. If, in France, half plus one of the citizens had an interest in the press no longer being free, and in the government. With his army his adm.on, the police, the courts, his tax supported property, the press would be suppressed.-Or, it could happen tomorrow. 4. Preventive detention - A case of passions and civil war, factional antagonism, more than criminality - Moreover, no minimum or maximum can be set.
