For three days that I have been in Rouen, I have not ceased to traverse the various positions of the city, and to visit the factories. I wish that you inform the Prefect, and that you send a picket of 50 hunters and 50 mounted grenadiers. I will remain three days at Havre, and one day at Dieppe; I do not expect to be in Paris before the 20th of the month. 12 brumaire. "I visited yesterday various factories of Rouen. This morning at eight o'clock, I left for Elbeuf to visit this city which forms only one manufacture. I found it in the best state. Its prosperity has increased by a third since 1788. There is in all this department an attachment to the Government, frank and free from any other thought. One finds there the advantage of this system of 89 which had armed the whole nation, and had united it in the same movement. From the richest merchant or manufacturer, who during the revolution had the most reputation of aristocracy, to the last man of the people, they are all united.
