Small frame with a black and white photo of Emperor Bao Dai in front of Saigon City Hall. The photo of Bao Dai was taken during the commemorative day of exchange of the Franco-Vietnamese agreements at Halong Bay on March 8, 1949. Under these agreements, France guarantees a degree of independence for Vietnam, which becomes an associated state of the French Union. But if the central government brings Annam and Tonkin together, the total reunification of the country is blocked because of the legal status of Cochin China: it is only in June 1949 that the colony is reunited with the other two Vietnamese countries. Bao Dai then agreed to resume his duties and the State of Vietnam was proclaimed on that day, June 14. In order not to give the impression of a monarchical restoration, the former emperor only uses the title "Head of State" and not Emperor. The photo was taken just after the proclamation, Bao Dai holds the flag of the State of Vietnam, next to General Nguyen Van Xuan.
