L.S. "Herzl", Wien 26 February 1901, to a colleague; countersigned by a secretary; 2 pages in-4 mimeographed (binder holes); in German. On the project to obtain from the Sultan of the Ottoman Empire a charter allowing massive Jewish colonization in Palestine. Circular letter n° 9, signed as "Obmann" of the "Actionscomité". The message of the Political Correspondence will inform about this issue, on which contrary opinions are held by the Turkish government. Of course, the ruling authorities maintain the position that immigration into Palestine cannot be denied to Jewish citizens, any more than it is to Christians ("Die Mächte nehmen selbstverständlich den Standpunkt ein, dass ihren jüdischen Staatsangehörigen die Einwanderung nach Palästina ebensowenig verwehrt werden kann wie den christlichen"). This is necessary in countries where the constitution guarantees equal rights for Jews, and those countries that respect the equality of Jews would be angry with foreign governments that treat their citizens differently. However, there are countries where equal rights for Jews do not exist, and where, since they constitute an undesirable part of the population, their departure would probably be well received. It is therefore hoped and expected that the authorities in power will agree to influence the Turkish government to abandon its policy... Needless to reiterate the hope for a satisfactory agreement with the Turkish Government: isolated by the objections of the Italian authorities, the Turkish Government must recognise that the proposed measures to limit immigration to Palestine are unjustifiable, and must not be introduced ("die Erschwerungsmassregel für die Einwanderung in Palästina sich auf di Dauer nicht halten lassen kann")... Herzl ends with Zionsgruss: Zionist greetings....
